The Unified Planning Work Program (UPWP) is the Gallatin Valley Metropolitan Planning Organization's (MPO) annual roadmap for how we plan, study, and coordinate the region's transportation system. It identifies the planning activities, studies, and projects the MPO will carry out during the upcoming federal fiscal year (October 1 - September 30).

The UPWP helps ensure that transportation planning in the Gallatin Valley is comprehensive, cooperative, and continuous in accordance with federal requirements for all Metropolitan Planning Organizations (MPOs).

The Federal Fiscal Year (FFY) 2026 UPWP was approved on September 5, 2025, and guides our work from October 2025 through September 2026.

Why the UPWP Matters

The UPWP connects today's planning work with tomorrow's transportation improvements. It ensures: 

  • Transparency: the public and partner agencies can see how federal, state, and local transportation planning funds are used.
  • Accountability: every activity is tracked and documented in line with federal and state requirements.
  • Coordination: the MPO works closely with the City of Bozeman, City of Belgrade, Gallatin County, and the Montana Department of Transportation (MDT) to align local and regional priorities.

What's Included in the UPWP?

 The UPWP provides a clear overview of how the MPO plans to improve regional mobility through: 

  1. Planning Activities: descriptions of studies, data collection, public engagement, and coordination tasks that guide transportation decisions.
  2. Budget Summary: a transparent breakdown of how federal, state, and local funds are distributed across planning activities.
  3. Work Products and Deliverables: expected reports, datasets, or plans that will inform future investments and decisions such as the Long Range Transportation Plan (LRTP) or Transportation Improvement Plan (TIP).
