Open container waivers are required for any event where alcohol will be consumed on public property, property generally open to the public, or for events on public or private property that require a public assembly or parade permit.
Applications must be submitted at least 15 working days before the event. This allows staff time to review the application and it also allows the applicant time to comply with any conditions placed on the application. In addition, applications will not be accepted more than 180 days before the event.

A: The display and consumption of alcohol is prohibited in public areas or areas generally open to the public (for instance the Emerson Center or the lobby or hallways of a hotel). An open container waiver allows you to have alcohol in a location where it is normally prohibited.
These waivers do not authorize the sale of alcohol. To sell alcohol at an event you will need to hire a business who has a liquor license with a catering endorsement. That business will obtain the necessary licenses from the City Finance Department. For more information on these licenses, please call 406-582-2327.

Incomplete applications will not be processed so please make sure you submit all required items prior to submitting your application.
