Schedule of Fees

The amount of the fee is determined by the cost-per-unit of service to new or expanding development. Impact fees are not used for work done for maintenance purposes. If a project is a change in use or expansion, then the fee is the difference between the new and old use. 

A project may not require payment of all of the fees if they do not generate new demand for all services. The fee cost schedules are updated annually for inflation and every four years are evaluated overall. The date a building permit is deemed complete by the building division determines which schedule applies.

 2026 Impact Fees

The applicable impact fee is set by the date a project passes the building permit prescreen review or requests an extension of a building permit. Impact fees were adjusted on January 1, 2026 for prior year inflation. Fees apply to all permits passing prescreen review or requesting an extension on or after January 1, 2026.

2025 Impact Fees

The applicable impact fee is set by the date a project passes the building permit prescreen review or requests an extension of a building permit. The City Commission approved updated impact fees for water and sewer that take effect on April 5, 2025.

Fee schedule version 2 applies to projects that passed prescreen on or after April 5, 2025 and BEFORE October 1st, 2025. Version 3 of the fee schedule applies to all permits passing prescreen on or after October 1st, 2025 and all extensions starting on October 1st, 2025.

 Payment of Impact Fees

Fees are due at the following times:

• Fire/EMS - Issuance of building permit
• Water - Issuance of building permit
• Sewer - Issuance of building permit
• Street / Transportation – Issuance of building permit, unless an impact fee deferral agreement has been applied for, approved, and executed. 

Transportation Impact Fee Deferral:

You may defer payment of transportation impact fees until issuance of a certificate of occupancy for a new building, according to Resolution 4433.

The application and fee for the deferral must be submitted at the same time as the submittal of the building permit to the Building Division. Please visit the ProjectDox portal to submit your deferral application.

Later submittal may result is delayed issuance of a building permit. An Agreement and Notice of Intent to Lien is required as part of the deferral process. 

Changes To Your Impact Fees

Certain changes to your project will trigger a reevaluation of impact fees:

• Extension of approval period for an existing building permit
• Addition to or reconfiguration of physical space to either residential or non-residential uses
• Change in size of water meter for non-residential uses
• Change in use for non-residential uses
• Any addition of dwellings or expansion to a dwelling
