WHY ARE WE CONSIDERING THIS ISSUE?
On August 8, 2016, the Bozeman City Commission adopted Ordinance 1958 temporarily removing Extended Stay Lodgings (Short-Term Rentals) as a conditional use in R1, R2, RS and HMU zoning districts - which means the City will not issue any new permits for this use in these zones. The Commission directed staff to investigate the issue, research best practices, solicit public input, and provide options for Commission consideration prior to the expiration of the Ordinance on February 8, 2017. The work of the City on this issue applies only to property within the city limits of Bozeman.
On February 6, 2017, the Bozeman City Commission adopted Ordinance 1970 which continued the work of Ordinance 1958, temporarily removing Extended Stay Lodgings (Short-Term Rentals) as a conditional use in R1, R2, RS, and HMU zoning districts. This will allow City Staff to continue our efforts to bring back to the City Commission a set of options and recommendations for STRs in Bozeman.
- On Thursday, June 22 at 6pm, the Bozeman City Commission will continue the public hearing on the Short Term Rental Municipal Code Amendment from May 22. (Commission Room, City Hall)
- On Monday, May 22 at 6pm, the Bozeman City Commission conducted a public hearing on the Short Term Rental Municipal Code Amendment. (Commission Room, City Hall)
- On Tuesday, May 16 at 6pm, the Bozeman Zoning Commission conducted a public hearing on the Short Term Rental Municipal Code Amendment. (Commission Room, City Hall)
- On Friday, May 12 at 12pm, City Staff hosted a Short Term Rental information session to discuss the changes to the Bozeman Municipal Code. Staff discussed the proposed ordinance for Short Term Rentals. (Commission Room, City Hall)
- On Monday, April 24 at 6pm, Assistant City Manager Chuck Winn was in front of the Commission with Staff’s recommendations and to have a policy discussion regarding short term rentals.
WHAT IS A SHORT-TERM RENTAL?
Short-Term Rental (STR) is a term commonly used to describe the rental of rooms or dwellings to paying guests for a period of time generally between 1-29 days. Due in part to online hosting platforms like AirBnB, Homeaway, VRBO, and others, this industry has grown rapidly in recent years. In Bozeman we currently refer to these as Extended Stay Lodgings.
WHAT ARE THE CURRENT REGULATIONS?
Prior to the adoption of Ordinance 1958 and 1970, the City allowed extended stay lodgings in the R1, R2, RS and HMU zoning districts with a Conditional Use Permit. These are an allowed use in all other zoning designations. In addition, a business license is required that is routed to various City Departments to ensure compliance with all City requirements.
