We charge for the first 2.0 HCF of water usage whether it is used or not.  This charge covers the costs of meter reading, billing, locate services and plant operations.  Most customers easily use more than 2.0 HCF of water in a month, so for the most part, this item of your bill simply shows you how much the minimum usage costs.
