The structure of the Committee is somewhat revised under this Interlocal Agreement, with its members being appointed by the City Commission and the County Commission, "from a cross section of the study area's economic and social classes in accordance with the appropriate section of Title VI of the Civil Rights Act of 1964." The Committee is advisory, and members are appointed to staggered two-year terms.
